Mugwort Identification and Control (Rhizomes and Why Pulling Backfires)
The short answer
Mugwort (Artemisia vulgaris) is a tall perennial weed whose alternate leaves are deeply cut into sharp-pointed lobes, smooth and green on top but densely covered with woolly silver-white to gray hairs underneath. Crush a leaf and it smells strongly aromatic, like chrysanthemum or sage, which together with the silver leaf backs is the fastest field ID.
It spreads mainly by branching underground rhizomes rather than seed (which is rare in northern areas), and it regenerates from rhizome fragments as small as 2 cm. That is the whole problem: hand-pulling almost always leaves fragments behind and can actually promote growth, and mugwort tolerates mowing so well that even two years of sustained mowing will not eradicate a stand.
Realistic control is persistent and root-focused: dig out as much of the rhizome network as you can for small patches, keep after the regrowth, and smother where you can. Extension notes broadleaf herbicides such as glyphosate or dicamba can control it but at rates that are rarely economical, though repeated spot-treatments of glyphosate can work on small infestations.
How to identify it
Turn a leaf over. The signature trait is the underside: densely woolly, silver-white to gray hairs, contrasting with a smooth green upper surface. The leaves are alternate and deeply cut (pinnately lobed) with sharp-pointed lobes, the lower ones coarsely toothed, and the plant grows tall on upright stems that turn woody late in the season.
Then use your nose. Bruised or crushed foliage gives off a pungent, aromatic chrysanthemum or sage scent. The flowers are small, about 5 mm, greenish-yellow, and clustered in leafy branched heads, which are easy to overlook. The scent plus the silver-backed, ragged leaves are what separate mugwort from other tall weedy composites.
Why pulling makes it worse
Mugwort's spread is almost all underground. It advances by branching rhizomes up to about 1 cm thick, and it can regenerate from a rhizome fragment as small as 2 cm. When you yank a plant, the brittle rhizomes snap and every piece left in the soil becomes a new plant, so pulling frequently multiplies the stand rather than reducing it.
Mowing has the same weakness in slow motion: it tolerates repeated cutting, and Extension notes that even two years of sustained mowing will not fully eradicate it. The plant simply keeps re-sprouting from its intact rhizome reserves.
What actually works
For small patches, dig rather than pull, and try to lift the interconnected rhizome mat as a whole with a fork instead of tearing tops off. Sift out fragments, because each one can restart the patch, and return repeatedly to remove regrowth as it appears. Smothering a stand under a light-blocking barrier, kept in place through a full season, is another non-chemical route.
Because a single effort rarely finishes the job, treat this as a multi-season campaign. Extension notes glyphosate or dicamba can control mugwort but at rates rarely worth it on large stands, while repeated spot-treatments of glyphosate can be effective on small infestations; follow the product label and county Extension guidance, since no rates are given here.
